The May 2025 Annual & Special Town Meetings concluded on Monday, May 12. Among the over 50 articles voted on by Town Meeting Members were several that impact Needham Schools. Other articles concerned recreation options in Needham which may be of particular interest to children & families. A full list of warrant articles can be found on the Needham town website.
ANNUAL TOWN MEETING ARTICLES:
Article 13: Appropriate the FY2026 Operating Budget (Approved)
The School Operating budget of $102,078,656 was approved within the town’s operating budget. This budget request will provide the resources to maintain the current level of service to Needham students, fund existing contractual obligations, provide funds to meet increasing special education needs, and implement the District’s Portrait of a Needham Graduate Five-Year Strategic Plan. The FY2026 Operating Budget also includes a separate budget line of $2,510,774 for the consolidated Municipal Information Technology Department that falls under the direction of the Needham Public Schools.
Article 24: Appropriate for Action Park & Pickleball Courts Design (Approved)
Town Meeting voted to appropriate $300,000 to fund the design of an action sports park (including pump track) and pickleball courts. A previous feasibility study funded in FY2024 evaluated several sites as possible locations for these amenities. After this work, the Park & Recreation Commission and their consultants determined that the best site for these features is Claxton Field. This article appropriates funds for the design of these amenities at this location.
Article 25: Appropriate for Eliot School Grounds Renovation Design (Approved)
This article approved $69,960 for the design of improvements to the Eliot School fields, courts and playground which are showing signs of deterioration. The playground will be redesigned with a poured-in-place protection surface and accessible and interactive sensory playground pieces.
Article 27: Appropriate for General Fund Cash Capital (Approved)
This article appropriates $4,558,050 for General Fund Cash Capital to be spent under the direction of the Town Manager on a variety of town projects. School related projects include funds for design of Needham High School HVAC system improvements, replacement of some school copiers, furniture and technology, and replacement of one school bus with an electric bus.
Article 28: Appropriate for Eliot School Boiler Replacement (Approved)
This article appropriates $560,000 for the construction phase of replacing the Eliot School boiler. The new boilers will be high efficiency condensing boilers that will replace older units that have required frequent repairs.
Article 29: Appropriate for Library Renovation (Approved)
Town Meeting voted to appropriate $2,386,000 to fund the construction phase of the redesign of the Young Adult area of the Needham Public Library. This area was identified as the highest priority for improvements during the 2023 Public Library feasibility study, and the design work was done last year. This renovation will create an expanded, enclosed young adult area to provide space for Needham’s teen population to gather and study, while also supporting the needs of other patrons seeking quiet spaces. Design ideas can be found here. The plan is to start construction in the Fall of 2025 with completion by February 2026.
Article 30: Appropriate for Needham High School Stair Repair (Approved)
This article appropriates $1,040,000 to fund the comprehensive repair of the exterior staircase at Needham High School to restore the structural integrity of the staircase and allow for safe use. The plan is to do these repairs this summer so the work is complete before schools reopen.
Article 31: Appropriate for Newman School Theatrical Lighting, Sound, and Rigging Design (Approved)
This article appropriates $1,812,820 to upgrade the Newman School theatrical light, sound and rigging equipment for safety improvements and modernization of systems. The Newman School auditorium is used for many town-wide functions, including many Needham High School and community performances.
Article 43: Appropriate to Athletic Facility Improvement Fund (Approved)
This article appropriates $23,725 to the Athletic Facility Improvement Fund. This fund is one of several stabilization funds that the Town has created to allow reserve funds to be carried forward from one fiscal year to another. This fund’s purpose is to set aside capital funds for renovation and reconstruction of the Town’s athletic fields and associated structures. As of January 2025, this fund’s balance was $202,706.
SPECIAL TOWN MEETING ARTICLES:
Article 14: Amend Special Stabilization fund (Approved)
This article amends the special stabilization fund called the Athletic Facility Improvement fund to allow 40% of Rosemary Pool use fees collected to be credited to this fund for future Rosemary Pool related improvements, effective July 1, 2025. This would help set aside funds for anticipated expenses that will be needed to maintain and operate the pool equipment and structures.
