The May 2026 Annual & Special Town Meetings concluded on Monday May 11, 2026. Among the over 50 articles voted on by Town Meeting Members were several that impact Needham Schools. Other articles concerned recreation options in Needham which may be of particular interest to children & families. A full list of warrant articles can be found on the Needham town website.
ANNUAL TOWN MEETING ARTICLES:
Article 13: Appropriate the FY2027 Operating Budget (Approved)
The Needham Public Schools FY27 Budget of $106,130,538 was approved within the town’s FY2027 Operating Budget. This was an increase of 3.97% over FY26. Detailed budget information can be found on the NPS website. This budget will allow the district to:
- maintain essential services and advance the Portrait of a Needham Graduate district strategic vision
- meet its contractual salary obligations
- maintain favorable class sizes at all levels
- adopt and implement the new K-5 literacy program
- provide resources and staffing to support the ILC and Postgraduate programs
- provide new and expanded co-curricular activities for students
- use management platforms to demonstrate students learning progress and inform improvements (Canvas, Open Architects)
Also included in the Operating Budget was $2,826,361 for the Municipal Information Technology Department which falls under the direction of the Needham Public Schools. This budget covers salaries for current Town & School IT Staff as well as a new Cybersecurity position, and investments in technology infrastructure and necessary subscription software.
Article 17: Amend Zoning By-Law – Pollard Middle School (Approved)
This article covered the zoning changes required to build a modern municipal middle school on the Pollard site. More details about the zoning changes requested can be found in the town meeting warrant and the Planning Board’s FAQs about the project. As noted in the Planning Board FAQ:
These zoning changes were approved and Schematic Design of the new Grade 6-8 Pollard Middle School continues. Town Meeting will take up the funding of the Pollard Middle School Project at the October 2026 Town Meeting with an anticipated townwide Debt Exclusion Override vote in November 2026. Article 20: Appropriate for Eliot School Grounds Renovation (Approved)
This article appropriates funds for the renovation of the Eliot School Playground. Town Meeting approved design funds for this project at the May 2025 Town Meeting. Now the design has been completed and this article will fund the construction of the project through Community Preservation Act Funds. Details can be found in the Community Preservation Committee’s Slides. The project will include a new pour-in-place rubber surface instead of the current wood fiber surfacing for improved accessibility, 23 new pieces of playground equipment (17 existing pieces will also be reconditioned), 2 new pyramidal roof shade structures and 7 picnic tables. This project is expected to begin this summer and be completed in September 2026.
Article 21: Appropriate for Disc Golf Feasibility and Design (Approved)
This article appropriates $50,000 to evaluate potential locations in town for a Disc Golf course, assessing suitability, environmental considerations, accessibility and safety. Once a preferred site is identified, course design work will begin. Once the design is complete, construction funds will be requested at a future town meeting.
Article 25: Appropriate for General Fund Cash Capital (Approved)
This article appropriates $4,790,605 for General Fund Cash Capital to be spent under the direction of the Town Manager on a variety of town projects. School related projects include funds for Choral Risers and Acoustical Shells, Mitchell School Rear Vestibule Storefront Replacement, Newman Preschool Playground Renovation, and replacement of some school copiers, furniture, and technology.
Article 28: Appropriate for HVAC Upgrades – Needham High School (Approved)
The town has been working on a multi-year plan for targeted HVAC upgrades in town buildings to replace failing, aging, and inefficient equipment. This article appropriates $2,128,250 to upgrade the HVAC system at Needham High School, replacing the older rooftop HVAC units which fail regularly, are less efficient, and require costly maintenance. During the design phase for this HVAC replacement, it was discovered that an aging section of roof over the NHS auditorium was leaking and will need to be replaced to support the new HVAC units. These funds will cover the roof replacement costs as well as the HVAC upgrades.
Article 35: Appropriate to Athletic Facility Improvement Fund (Approved)
This article appropriates $64,707 to the Athletic Facility Improvement Fund. This fund is one of several stabilization funds that the Town has created to allow reserve funds to be carried forward from one fiscal year to another. This fund’s purpose is to set aside capital funds for renovation and reconstruction of the Town’s athletic fields and associated structures. As of December 31, 2025, this fund’s balance was $257,864.
SPECIAL TOWN MEETING ARTICLES
Article 7: Unpaid Bills of a Prior Year (Approved)
This article appropriates $8,403 for payment of unpaid bills of previous years incurred by town departments. Included in this article is a school related expense for Out of District Transportation for $8,125 for services provided before June 30, 2025. This bill was not in excess of the budget appropriation for FY2025, but the amount to pay the bill was not encumbered before the close of the fiscal year.
Article 9: Appropriate for Riverside Park Field House Demolition (Approved)
This article appropriates $50,000 for the safe demolition and removal of the Riverside Park field house which has not been used for many years and is not in good condition. Also on this site is a toddler playground, swings and a large grassy area with benches.
